Trackpad on 9900 wont change sections

I have a 9900 and the track pad wont scroll from one screen area to another. I have looked arround and this seems to be a common problem with no answer. I am hoping that there may be an answer here. What I have done so far: Wipe to blank and reload latest OS, replace keypad/trackpad. run "test" and it shows that the track pad is working.

It will scroll in areas and not in others but biggest thing is wont go between screen elements. I have seen this on other peoples blackberrys and am completely confused as to what is causing it.

If you wiped the phone and replaced the track pad, I can't imagine there's a solution for this.

Has anyone else in the community ever hear of something like this?
