Picture not delivered to a certain fido customer

I have an iphone 4 and i m a fido customer. I was able to send the picture message to myself and my wife's Chat-r mobile phone without any issues. I have tried restarting my phone and sending again but not luck! If somebody can help me figure out what's wrong. I am assuming it's the receiver's side issue. But just want to make sure before i tell them. The receiver is also with Fido and on iPhone 5S. Is it because they may have blocked data on thier phone? or is it a compatibility issue iphone 4 to iphone 5s? Or something else?

If you can successfully send to yourself and receive it, the issue is most likely on the receiver's end. There are many possibilities; data blocked, no access to that service, etc etc.
