1. Please look at my cart summary and tell me if I pay ONLY $31.50/month or if there anything else HIDDEN.
2. And, what is Payment promotion? Do I pay that $20 x 12 months x 2 years = $480 after my 2-year contract is complete?

The $31.50 would be for the financed device (your Galaxy S20 FE 5G). Regular financed price was $50 per month, but you're getting a promotional $20 credit each month for 24 months, bringing it to $30 per month for financing. $30 + tax would be $31.50 in your case.
Note that this is only for the device financing; your monthly plan would be in addition to this.
