Are you referring to the Play Store? If that's the case, you can't uninstall/reinstall it. 

Have you tried restoring your phone?

It would help if you defined what "not working" means. Error messages? What shows up on the screen? What phone do you have? "Not working" provides no helpful information.

Clearing that app's data and/or cache might help, depending on what the actual problem is.
