Sorry to hear you're having issues accessing celllular data with your device. As far as I can tell, these are the specifications for that device:

Judging by those specifications, that device does certainly appear to contain some compatible bands/frequencies. You can view the compatible bands/frequencies here. While the phone should work on the networks, you should note that since Fido does not offer OnePlus devices, it's unlikely certain features (ie voLTE and/or Wifi-calling) will work with that device. You should note that other versions of that device may not have the same band/frequency specifications.
I understand that device also supports 5G bands/frequencies. However, you should note Fido is not currently offering 5G services (see here).
Have you verified the device is using the proper APN settings? You can verify those settings here. Since the device is LTE-capable, it should be using ltemobile.apn. In addition, since Fido does not offer 5G services, you might consider setting its network selection to LTE and WCDMA/UMTS. As far as I am aware, the Chinese version uses ColorOS rather than the usual OxygenOS in other OnePlus devices. From what I have read, you may need a network selection app in order to make that change. Since that device is intended for the market in China, it's also possible that OS is preventing the device from accessing the necessary North American bands/frequencies.
In addition, some region-specific devices may require the roaming data setting to be enabled in order use data when outside of its designated region. You might consider enabling roaming data to see if that helps your situation.
