New Voice Mail Mystery

I have a landline with digital phone service through a ZTE Wireless home phone base.  A couple of times I've had calls from unknown, different numbers which ring once and right after that, my phone shows "new voice mail" and the voice mail indicator on the ZTE home phone base flashes.  Re-booting does nothing; it seems I have to wait until the problem clears itself.   Anyone have any input?

Yesterday I posted that I had a Voice Message alert but no voice message.  However, long story short, I discovered that I DID have a voice message, from a telemarketer, that was somehow left silently, without me hearing the message being recorded as is standard.  I was able clear the Voice Message alert.  Problem solved.
