Is it possible to have notification led on only when charging and to be off otherwise?

It is! 

Go in your Settings-->Sound & notification-->disable Pulse notification light. You can also change a few settings in that same page.

Yes i know these settings, but i meant only the led off when battery charged, all other to be on.

There is no way to do that from the default phone settings. You can use a third party app to do it, try Light Manager you can get it here.
