As @KAPABLE-K says you can change simultaneously in the same process.
On the operation side of things
If you want to change your phone I would do that first as it may carry specials and extra related to the phone alone e.g. requires a large tab pulse plan, rebate activations or money for return of phone you upgrading from.
- Make sure you know the terms you have before upgrading e.g. it may carry a tab to reiumburse for previous phone activated at $0 or adding on the lock terms if you are lock on 2 year contract etc. These are adjustments particular to you on billing/contract.
