picture texts not working on Iphone

I have an iphone 6 and picture messaging is a part of my plan. But I can only recieve pictures through imessage. If anyone sends me a picture from a device that is not an iphone I dont recieve it at all. Neither can I send pictures to other devices. This happens if my data is turned on or off, and when I'm in wifi.

Any help fixing this would be great

Try the following steps: 

-disable Wi-Fi

-enable data

-go in settings->iMessage->disable it. Also, make sure that USE SMS is enabled

Ask someone to send you an MMS, let me know if that worked for you.

That does work. But I very rarely turn wifi off. Its pretty impractical for me to turn it off and data on everytime I think I might get a picture message. Is there no way to make picture messages work without taking away one of the phone's basic functions?
