Generally, there shouldn't be any restrictions on receiving text messages from anywhere. Are you able to receive text messages from other International locations?
You should note that it's not uncommon for banking systems to be unable to send messages to International phone numbers. You might consider contacting the bank to see whether their system is able to send messges to foreign phone numbers.
Is it possible that the bank's system is sending MMS rather than SMS? You might consider enabling your data to see if that helps (note: if you are outside of Canada, the data within MMS would be considered roaming data).

Can you confirm if you're able to receive international text messages from anyone (I assume local text are working)?
If yes, what kind of text message are the banks trying to send you?
Are you able to test this in another device?
