I recently switched over from Fido to Virgin Plus.
After I ported over, I got a call from Fido giving me some interesting offers that are not usually available and I had declined then. But, I am interested in those offiers and want to contact them again. Is there a number I can call the win-back team at?

There is no callback number for that team they are outgoing only, what you can do is call customer service and they can check the account and send a request for the team to call you back and hopefully they will.
