Got a 11$ extra bill for roaming US whereas I have not visited US in the last year. Trying to contact the resolution team. But it seems a nightmare to reach out to them. Should I hold the payment for resolution?

You should pay your bill to avoid getting a negative impact on your credit until you make contact with customer service and have it sorted. Once it gets sorted and if the charges are not valid they will credit the account.
