Spotty roaming service in US

We just returned from four days in New Orleans, and I had cell data for only about 20 minutes out of that entire time. The roaming provider there is T-Mobile; I had very spotty cell reception in the city (frequently "SOS Only"), and text messages to me would arrive hours after they were sent. I had a similar experience last October in New York State and couldn't use my phone for live navigation; fortunately I had downloaded Google maps of the region beforehand. Are other people having similarly bad roaming experiences? I've checked all my settings, data roaming was turned on, and I had registered with Fido Roam.

 - On the phone (by dialing 611 from your Fido device), you will have a call back option instead of waiting on the line
