Was SMS working properly prior to the update? It's possible the SMS message centre number was removed as a result of the update. You might consider verifying that number is correct. It should be: +1 514 993-1123 (see here).

Thanks for the response. I had also inquired with Huawei support. They provided a very thorough list of items to try. The one below is what worked. SMS seems to be fine now.
- Clear the data and cache of the Messaging app. (Your SMS messages will not be deleted.)
- Open Settings, search for and access Apps, find Messaging, then go to Storage > CLEAR DATA.
