Remotely tethering Data shake for internet down solution

I have Rogers at home internet and Fido phone internet. (Thankfully Fido is on when Rogers is down) I have all the arsonal if power is out UPSs etc But I rely heavly on internet for monitoring my home which I personally monitor through an adapted a 2-tier 3-tier system. I m now starting a project to have an internet backup connection when my ISP is down. Im currently looking  for solutions using data shake in a shared remote setting,  tethered or broadband to another location. I will have to set automation (a soft switch similar to when a site is down to notify and engage on second provider access in this case data shake mode. Share your thoughts an plugs to make this viable!
