Private callers - version of spam?

Just curious if there's a new version of spam calls? The past 4 days I've gotten 3 private calls. I never answer if I don't know who it is. 2 no voicemail at all, 3rd very quick silent voicemail. Obviously not someone I know. 

The voicemail text thing came from "123"

Regardless, anyone happen to know if, on a Samsung, "block unknown callers" blocks only private numbers, or does it block literally anyone not in your contacts? Sometimes it's legit from a business or something where I don't have them but it's also not spam

When it comes to private/unknown callers whether it is spam or not is anyone's guess if no one answers, the voicemail shows it's from 123 because there is no actual number to show.

If you set your phone to block unknown callers it will block only calls that are private/unknown all calls with a number will still come through.
