Prepaid account getting charged for "phantom" outgoing SMS'.

I recently just unlocked an iPhone 4s (with a special SIM card) and I had purchased a MicroSIM from Fido. The phone is able to connect to the Fido network just fine, however I'm noticing that my account is randomly getting charged $0.25 for a outgoing SMS to the phone number "44615". The charge has already occured on my account today more than 5 times now. 

 

Additional Information: For the record, I do not subscribe to those phone messaging services which charge you every day for random horoscopes/etc.

It sounds to me like you registered to accuweather's text notification services.

 

Are you receiving text messages with weather information in them? Simply reply 'stop' to one of those messages and they will cease.

Are you receiving text messages with weather information in them? Simply reply 'stop' to one of those messages and they will cease.

Unfortunately it's not as simple as that. I've tried texting the number with the message "stop". But it appears to be happening when it searches for the network (making calls, sending sms, and if it disconnects/reconnects).
