If I PORT-OUT my newly activated BYOD voice line within 15 days, will I still need to pay for the pro-rated amount? or does that fall within Fido's "15-day satisfaction guarantee" policy?

The 15-day satisfaction guarantee is only for devices, if you cancel you will still need to pay for the days the service was active for at a prorated rate.
