Online phone upgrade doesn't work

while trying to upgrade my phone and change my plan, after clicking "continue to shipping address" I get the error "We're sorry, this information is currently not available online. If you need help with your account, please call 1-888-481-FIDO (3436)". I will not spend $25 on a ridiculous "service fee" just because your service is too **bleep**ty to work.

Also I've tried 2 different PC's and my phone, as well as clearing cache and cookies to no avail.
