My date usage was not included in my plan at the first day I opened?

I opened my sim card service on August 13th, and I used 460MB that day, since my plan has 2GB, so I didn't care about that. But just now the bill shows these data are extra usage, not included in the plan!!! and it costs my $28. Why you didn't tell me this thing when I active the service? I didn't even know that!!! Is this mentioned in the contract? oh! really bad experience and impression.

As long as you have no exceeded the 2GB of data included in your plan during a billing cycle, you won't be billed for data over usage. That being said we'll like to have a closer look at this together.
