I used to get messages from EmiratesNBD (Dubai-UAE) however; during teh past few month, I am no more receving the messages. Specifically those that are from EmiratesNBD/
I checked » Current Short Code Programs (txt.ca) and EmiratesNBD is not listed.
Is this the issue for not receving the messages from bank? If yes, how EmiratesNBD can be added on the list?

Sorry to hear that the short code your bank is using is not listed.
However, your bank should be able to provide you with other means to validate yourself and access your account. Have you had the chance to reach out to them to confirm?
In regard to the short codes list, that's outside our scope. Though a quick search on the CWTA website explains the following:
Applications can be submitted directly by the Content Provider (CP), or through an Aggregator
and must be accompanied with the required deposit...
“Content Providers” means third-parties who wish to offer services, via Common Short Code, to
consumers.
