Hey everyone!
Although this thread is quite old, I'd like to add a little update since I came across it
When receiving a call, only 2 factors will determine if a call is charged long distance:
Your local calling area (Your Local Calling Area is the area or geographic boundary1 associated with your wireless number.)
Your physical location at the time the call is received.
All calls that you receive on your wireless device while your are physically within your local calling area are considered local. All calls that you receive while physically outside of that area are considered long distance. It's as simple as that.
The phone number or the physical location of the person calling you are irrelevant.
Please note that most of Fido's new plans are Canada wide : That means for those who have a recent grandfathered or a in market plan most likely has all of Canada has their local calling area!
Hope this helps!
