I can't change my price plan on My Account. How do I change it?

I'm a participant level 3
I'm a participant level 3

No matter what I do I can't change my price plan on 'My Account'. If I go to the 'Promos' and tells me to login but Im back to 'My Account' and there's no link at all.

 

Calling 611 doesn't help since either it hangs out after an hour or so.

 

Please help me resolve this issue.
