Fraud department doesn't pick up

My daughter's new fido account has been cancelled before she even go the sim card. for the past 2 days we have been trying to reach anyone, especially in the fraud department but no one picks up. what kind of service is this?! It is so frustrating to deal with this, you seem to have no respect or compassion for your clients.
