It is possible there is an issue with the card since it is doing the same thing when you try it on another device, did you use up all your allotted data if you did it might be a cause but regular texting should work, I would suggest you contact customer service directly and they can look into your account to see if there are any issue and they can do a network reset on there end and see if it resolves your problem if not then getting a new SIM card would be the way to go.
