Left Fido last week after spending 16 years seeing the service deteriorating and is getting your winback team's calls. They called me three times and everytime I picked up the phone, no one is speaking and in 5 seconds they hung up on me. For all three times. there is no voice msg left nor a valid phone number that we can contact them back. Also hanging up on customers for three times is the worst prank that shows the winback team is very unprofessional and disrespectful of people's time. If they do not truly want to win back customer, why bother calling at all?

Indeed, this is a common occurrence. The WB team is required to reach out to you, but it appears they may use any pretext (excuse) to remove you from their roster, rendering any potential offers from WB null and void. This is assuming you manage to hear back from them or successfully contact the WB team.
Your best bet is to file a complaint with the CCTS. While nothing may come out of it, it will serve as a matter of public record through ATIP and Freedom of Information requests.

I am going to, this is very annoying. I am getting their calls almost every other day. I thought I am out of their list if they tried three times and could not get in touch with me. Thank you for your advice.

Your post isn't helpful whatsoever. The topic or discussion is related to the Winback Team. The public cannot reach them through the link or contact page you cited. You should know they're a special subset of Rogers and they may have specific promotions not even the Office of the President (Executive Team) can offer. @patrickchan posted the non-published contact number for the Fido Winback Team.

i had similar experience too, 2008 fido user. i have called the 18334479898 left voicemails. and fido app chats, as well as meta facebook message wall comments. then they called me. offered the winback plan. too bad i had to pay for the $50 transfer of respondiability fee. to merge my new account with my old account.
