I recently got a new BYOD connection with Fido and I am seeing a credit inquiry on my report that has affected my credit score. Is it usual to have a hard inquiry just for a month to month connection without device?

Are you new to Fido? If you are, I believe it would be standard procedure for the credit check (see here). I understand you did not finance a device. However, they still need to ensure you are able to make the monthly payments for service as well as any additional charges (ie long-distance charges).
