Fido switched to a finance only option in February 2020 you can learn more about that here.
Since your contract is now coming to an end that means your plan is a subsidized plan meaning the cost of the device is builtin to the plan. When your contract ends your plan price will remain the same and your plan will be month to month.
If you want to get a new device you will have to switch to one of the new plans that will allow you to finance a new device.
