Complaint for unresolved issue after 50 minutes

I'd like to file a complaint against Harsha from PEI. I reached them at 1212 June 15 2024. They wasted 50 minutes of my time asking questions and then after they said they would resolve the billing charge, they stopped responding. No response for twenty minutes . I have recorded transcripts. 

my issue remains unresolved and my time has been wasted because of their incredibly poor service. I expect the incorrect roaming charge to be refunded and receive a credit on my bill.

It doesn't help at all as I obviously tried those avenues first.
