What plan do you have? Is it a plan with Talk and Text? Are you able to send messages?
Have you verified whether your phone is using the proper APN settings? You can verify those settings here.
To which network is your phone connected? Have you verified that the network settings are set for 2G/3G/LTE (GSM/UMTS (WCDMA)/LTE)?
