Hello, can someone please help me here, I have left Canada permanently and have been sent a bill for minus $21, since I left in the middle of a billing cycle. Can I get this money refunded?

Generally, Fido would send the refund from your last bill to the address they have on file. However, since you have now left Canada, your best option would be to contact customer service.
