While I can't answer to whether it's possible or not to accomplish what you intend, I'm not sure it would be very economical. The data add-ons for a Talk & Text would be the Data Passes and do not include very much data per pass. Laptops can use vastly more data than a mobile device. Unless you don't plan on using data regularly, you might end up requiring quite a few passes.
If you require data more frequently, you might consider upgrading your plan to one which includes data.

You should have no problem using the data passes for using your phone as a hotspot for your computer, however as Cawtau pointed out, it might not be your most economical option.
