I'm travelling to the US for over 30 days. Fido's Roam like home is a great idea but is total robbery. So I want to purchase a US/CAN plan with Rogers for my trip, $75 with Rogers vs Fido's $240 ($12/day), If I forward my Fido number to the new Rogers number (new sim card), will I get billed roaming charges. Obviously, I'd forward my calls to the new Canadian number before leaving the country.

If you set up an unconditional call forwarding to the local Canadian number (the new Rogers number) before you leave the country you will not incur any roaming or any long-distance charges as the calls would never reach the phone they would automatically be redirected to the Rogers number.
