I am in US and not able to make or receive calls on my line. Can only receive SMS (Text) at the moment. My bills are fully paid.

Sorry to hear you're having issues making and receiving calls while in the US. I understand you are able to receive SMS messages. Are you also able to send messages? If you are able to send messages, I don't think there would be an issue with your account as that usage would also be considered roaming.
Have you verified your device is compatible and supported for voice-over-LTE (voLTE)? The US mobile providers have shut-down their '3G' networks in 2022 (see here). Since they no longer operate a '3G' network all calls will need to transmit via voLTE. Calls will not be able to fall back to the '3G' network in the US. If your device is not supported for voLTE, that could be a reason you are not able to make or receive calls while in that Country.
Aside: If your device is not supported for voLTE, you should note that Fido/Rogers is likely to decommission their '3G' network in the near future (some estimates suggest 2025). After that network sunset, customers will need to have voLTE-compatible (and supported) devices in order to make and receive calls.

Thank you for your kind feedback.
I can receive and send SMS on the phone using my Fido line and another international line. The phone is a dual SIM phone and have both the Fido line and another interantional line on it. The other international line can receive and make calls on the line on the same phone while Fido line isnt working
The Fido network is on 4G (Recommended) while the area I am in NYC is on 5G.
It's frustrating at the moment.
Efforts to reach customercare has not been successful
