Firstly, you should note the forums are community-driven and not intended as a venue for customer services. We do not have access to customers' accounts nor would we be apprised all details of their plans.
That said, I do not think they differentiate between calls to mobile versus landline numbers. As such, I believe those minutes should be able to be used on both mobile and landline numbers. If you were not aware, it should be noted that those minutes are only to certain Countries. You can view the included Countries for that particular add-on here, under Calling. It should also be noted that those minutes are only for the long-distance portion of calls. If a plan only includes a limited number of included anytime minutes, exceeding that allotment could incur additional cost.
If you would like to verify that information, you would need to contact customer service. In addition, they can also be contacted via Live Chat, Facebook, or Twitter. Those methods can be accessed via the contact page posted above.

If you contact customer service they should be able to help you with the add-on.
You should also note the add-on is not compatible with postpaid basic plans (Talk & Text).
