I have a quations reagrading the above description. While it says, outside Canada, receiving won't incur long distance/roaming charges, it also mention (heads-up) if your vpn, dns, or internet provider is set to a country outside Canada, long distance/roaming charges may incur. Are these two passage contradictory? Any clarification would be appreciated!

The two passages do not contradict each other. You are correct in that receiving calls using Wifi-calling while abroad won't incur long-distance or roaming charges. However, that Heads-Up you posted doesn't necessarily refer to receiving calls.
The issue of potential long-distance (and roaming) charges arises when making calls and/or sending messages. Yes, making calls and sending messages to Canadian numbers won't incur long-distance or roaming charges when using Wifi-calling while abroad. That scenario would also extend to the case when using a VPN, DNS etc set to a Country outside of Canada while in Canada.

That scenario would also apply when using a VPN, DNS etc set to a Country outside of Canada when using Wifi-calling while in Canada. That is, outgoing Wifi-calling messages and calls to non-Canadian phone numbers will likely incur roaming charges. As well, since the numbers are non-Canadian, long-distance charges would likely also apply.
