if I buy a new Samsung S23 128 GB phone under the Payment Program Promotion credit, it shows a 49$/month monthly fee. And also for 24 months. So, I want to know what happens after 24 months. Would I have to return the phone, or will that phone remain mine?

When financing a device and the financing period is over the monthly device charges will be removed from the account and the device is yours to keep.
