Network time sync on 3G is off by 1 hour in Richmond, BC

Lately, I noticed that my phone's clock is set to Mountain Daylight Time or MST by default. I am using the Samsung Captivate, and discovered that the 3G network time is broadcasted one hour faster; switching back to 2G only set the clock back to Pacific Standard Time.

I've tested in scenerio with an HTC Legend, Nokia 6500 and even my Atrix (T-Mobile roaming on Rogers) are both exhibiting the same MST issue when on 3G. On 2G, the time is correct.

I am in the south Richmond BC area, cross street is Steveston Highway and Gilbert Road. I hope Fido could get this fixed so that my clock doesn't go forward and backward.

This show Fido doesn't even aware this problem exists, basically just BS their way through.

Then explain this: Why would 2G network time is OK? 3 different phones from HTC, Samsung and Nokia (Fido or non-Fido) all exhibit this problem? Why would the clock works right if I am at another location and wrong again when I am home??
