I ordered an iPhone 13 from Fido on Black Friday. It was supposed to be $30/month (47.3 - 17.3/month bill credit). However, on my service agreement, the credit was not listed. I contacted Fido through twitter and phone calls and was assured that the credit would be added and they opened a support ticket to resolve this. However, I was just told over live chat that the ticket was closed with no notes and the credit is still not on my account.
What do I do now?

Since it is a bill credit the agreement will show the full price and the credit will appear on your next invoice, wait for your invoice to be produced and if the credit is not there then contact customer service.

But the service agreement should show the discount under the promotions/discounts section and it is not there. Also multiple agents said the credit is missing.

If the Fido agent said the credit is not there I would suggest you follow up directly with them as they are the only ones that can access your account and better assist you.
