Apple Pay showing up in french on merchant terminal

Ever since I switched to Fido a few months ago every time I use apple pay the merchant terminal and the corresponding receipt switches to french language.  I'm in Ontario and I believe this is linked to the fact that my cellular data IP address comes up as being located in Montreal.  Is there any workaround for this issue?

I have no idea why my cellular data IP location would be Montréal.  I used to be with Rogers and switched to Fido, the only thing that changed was the SIM card in my phone.

it's super annoying because when watching YouTube while using my cellular data I'm served up French adds, plus the whole thing with receipts and merchant terminals change to French.

im in Ontario, I have already check to make sure my language settings on my phone haven't changed.  Would a network reset fix this?

Thank you for the clarification! 

In this case, you should be able to change your region directly in Apple Pay so that it comes up in English. 

You can do the same in your Google / YouTube settings, by ensuring your location is correctly set and that you select only English in your ad settings.
