Does my plan cover calls from within Washington state and calls home from Seattle to BC

You should be able to take advantage of the roam like home feature that would allow you to use your phone just as you would in Canada and make calls in the States and back to Canada for $12 a day or you can opt out of it and use the pay-per-use roaming rate, you can get more information here.
