email linked to bill notification changed to someone else's

The email that is linked to my account has been changed again to someone else's... this is the 4th or 5th time.  I've since updated it back to the correct one, but I'm getting sick and tired of this happening.  How the hell is someone able to access my account and change my email address without my authorization????

Every time it has happened it has been to the same email address ...
