Why I cannot connect with a specific cell number?

Hello there,

I would like your help, this is very strange.  It happened for first time.  There is the cell number of my boyfriend I cannot connect neither him with my cell.  He can call anyone and myself as well except his number.  I get a long waiting time and then I get busy signal.  
can someone please advice what I can do to fix this? We can text but not call each other

Maybe he accidentally blocked your number, have him check that your number is not blocked.

You can also try blocking your number and call him if the call goes through then you know its his phone blocking your number.
