Upgrade "blocked"

I attempted to upgrade in February, in March Fido still couldnt give me a delivery date so I cancelled the upgrade.  Now I can't upgrade because I still have an "Upgrade pending" and Fido has tried to remove the block on 3 different occasions.   This is costing me a fortune in time and I still can't upgrade.  Anyone have any idea what to do next?  Fido has been no help at all.
