Text Message not sent. Tap to try again

I had a Huawei P20 and just upgraded to Huawei P30 Lite one month ago. Now it has been one week that my text messages have not been sent and I get the message: "Not sent. Tap to try again."

I tried everything and just got a new SIM card, but nothing resolves it. 

Did anyone have this issue and got to resolve it?

To confirm, are you still having issues sending an SMS? If so, have you updated your SIM number on your account since you've received your new SIM card?
