I put my account on temporary suspension last month. I was told that I would only pay the $7 monthly fee, but why am I still getting charged for the full amount of my plan? I am not in Canada right now, and there's no way to contact customer service.

When a temporary suspension is placed on our line it takes effect from your next cycle. It could be that this is what happened.
You can still contact customer service even from outside of the country, see here for the different methods of contacting them.
