Was told my set up fee would be waved otherwise I would have chose a different user that was going to wave it. Can this be corrected or can I cancel without penalty if not started yet.

Did you do the setup in-store or through customer service? The only way to waive the fee is to do it yourself on fido.ca, often the stores would have promotions where that fee would be waived it can take up to 3 billing cycles for it to be reflected on the account as a credit.
You have 15 days to cancel and not be charged, depending on how you did the setup I would suggest you contact customer service and let them know and they should be able to assist you.
