If you don't want to use your phone while roaming, you can either remove your SIM card or turn on airplane mode. You can also disable data roaming in your phone's settings and make sure you don't use your phone to answer calls or text messages. You would need to do these things before arriving in the country where you'll be travelling because your phone will connect to the foreign network and start using data as soon as you arrive.
