Roaming charges on Vancouver Island?

During the long weekend I went to Vancouver Island (Vancouver resident) and received a text from Fido welcoming me to the U.S. and telling me I was being charged an $8 roaming fee. Whats the best number to call to clear this up and will this happen every time I visit?
