Plan has no data, yet still getting notifications from Skype

My plan only contains unlimited outgoing and incoming texts, with 100 minutes airtime. It's a prepaid plan, so this is unusual. Am I being charged? My wifi is off, so I'm expecting no data use what so ever

Are you able to acess data altogether?

Data pay per use rates for prepaid services only occur if you have a voice plan + data add-on but don't have sufficient funds for a full refill. 

In other words, you won't be able to use data if you don't have a data add-on.
